All organizations: “last accessed organization” isn’t updating properly

In the review for #548, we found out that the link to the “last accessed” organization isn’t updating correctly.

Steps to reproduce:

1. Go to the “View all organizations” page (/orgs/)
2. Select an organization
3. Select “View all organizations” from the organization picker

Expected outcome: A link to the most recently-accessed organization should appear at the top of the page.

Current outcome: The organization name updates infrequently, and often shows an outdated organization name. @echappen suggested in Slack that this might be a caching issue.

Can this task be done in one increment?

I believe so!
