Projects plopped into TLG after move

I'm not sure if this is because:

A) Tried to move project & subgroup at the same time, got a chicken/egg issue but now the state is set.

B) the slug is the same but the path was moved, so there's a mismatch between what's in subgroups and what's in projects… I don't think this is it, pretty sure project paths come from GitLab provider data.

It's B; projects are matched by key in subgroups.yaml now — I think I even reviewed this and forgot!
