Changes

enable passing along the allow_merge_on_skipped_pipelines value.

This is the one thing that changed in https://workshop.cloud.gov/components/components-config/-/jobs/20836 (and other jobs run around the same time) that I think might explain why all the mirrored projects stopped mirroring
